The Silent Battle.

Abstract

This paper examines the problem of developing a comprehensive program to use propaganda as an element of power in confronting the Soviet Union. It outlines a brief history of Soviet propaganda and details Soviet efforts to influence international politics through a variety of elaborate and expansive propaganda techniques. This paper suggests that the United States is losing a critical conflict in words with the Soviet Union. Limited resources and lack of adequate management and coordination are identified as primary factors creating the potential for a defeat of the U.S. This paper emphasizes a number of actions to make the U.S. more proactive rather than reactive in the area of propaganda.
