Abstract

The purpose of the essay is to analyze and discuss the pros and cons of conventional impasse resolution techniques employed in the public sector: Mediation, fact finding, and arbitration. Author begins with a discussion background information which highlights the importance of the subject. He follows with a discussion of the Civil Service Reform Act of 1978. Finally, he focuses on the main part of the essay, the analysis and discussion of the three resolution techniques. (Author)
