Strategic Mobility--A Synopsis of the Problem

Abstract

This study examines US strategic mobility requirements related to support of a 1-1/2 war scenario. It embraces mobility parameters from out- loading origins to intratheater movement at destination. The mobility shortfalls are stated as (in order of priority) sealift, airlift, intratheater lift, destination port constraints, and CONUS rail capacity. Recommendations for reducing the shortfalls include: creating and following a clear and ambitious plan to re-establish a very strong merchant marine, continuation of present plans for improving C-5 and C-141 inventories and adding to the Civil Reserve Air Fleet (CRAF), developing and purchasing the C-X aircraft and prepositioning trucks and Material Handling Equipment (MHE) for contingency use only, constructing and prepositioning floating piers with cranes, and developing a CONUS railroad net structured after the defense highway net.
