Abstract

This study chronicles the first truly, comprehensive review of USAR enlisted personnel management which aims to centralize career development and personnel management systems under EPMS Program guidelines. Because of the varied experience the senior NCOs on the development group brought to the study, and the outstanding results they have achieved in providing recommendations for the career needs of the USAR enlisted soldier, this review provides a boost for the introduction of EPMS into the US Army Reserve that could have been provided in no other way -- by having field soldiers with true Reserve Component experience determine what programs are needed and will have the most impact in revitalizing enlisted personnel management. The recommendations presented here are the result of bringing together many years of military experience and knowledge of the individual members.
