The Reallocation of Military Pay Increases

Abstract

Pay reallocation and pay targeting are administrative mechanisms available to the Executive Branch for the manipulation of the overall size or relative distribution of military pay increases. To better understand the budgetry and pay rate consequences of reallocation, NAVPERSRANDCEN constructed a computer-based model called REALL.
