Crisis-Expectant Planning for Crisis Relocation.

Abstract

The report summarizes the development of 'crisis expectant,' emergency management planning for the crisis relocation of the American population during international crises. Crisis-expectant planning is examined in relation to this contract's previously reported work; in implications of greater population dispersal for Reception/Care planning; refinements in the Organizational Relocation concept originated by the author; the analysis of crash evacuation planning efforts at Three Mile Island, and several Emergency Management Institute Symposia which disseminated information about Reception/Care, Organizational-Relocation, and crisis-expectant planning concepts. Emergency Management implications of crisis-expectant planning are outlined. (Author)
