Materiel Readiness Command Tasking Authority for Equipment Subsystems.

Abstract

This report examines the need for establishing a single point of control, with appropriate authority, at the system/end item readiness command level to assure that the commands providing subsystems/supporting equipment are planning, programming, funding, and procuring consistent with the system/item manager's readiness requirements. To understand the problems inherent in maintaining a satisfactory readiness posture for a fielded system one must understand the problems associated with fielding a new system.
