Draft Programmatic Environmental Impact Statement, Lake Darling Flood Control Project, Souris River, North Dakota and Draft Feature Environmental Impact Statement Velva Flood Control, Velva, North Dakota.

Abstract

The proposed Lake Darling flood control project, authorized by the 1982 Energy and Water Development Act, consists of an approximate 4-foot raise of Lake Darling and associated upstream and downstream flood control measures, including Velva, North Dakota. This programmatic EIS covers all project features. In the St. Paul District has been investigating flood control alternatives for the Souris River since 1963. A channel modification project in Minot was authorized in 1970 and construction is now complete. Construction of Burlington Dam was authorized in 1970. The 1982 legislation prohibits the Corps from doing further work unless directed by Congress. Most of the flood control features currently under evaluation were also features of the Burlington Dam project. The dam itself and the Des Lacs tunnel diversion structure are not part of the proposed project.
