Strategy for a DOD Software Initiative

Abstract

This document proposes a strategy and an initial top-level plan for a Department of Defense-wide Software Initiative to improve the state of practice in the U.S. DOD Community concerning the acquisition, management, development, and support of computer software for military systems. It proposes the overall objectives and includes steps to elaborate and refine the initial top-level plan. The initiative calls for cooperation among DOD elements, industry and academia. Additional coordination and planning within DOD and the computing community still remains to be done during Fiscal Year 83 to prepare for the first full scale year of the Initiative in FY 84.
