The Phantom Fleet--Foreign Flags on U.S. Ships.

Abstract

This thesis is an analysis of the United States tankship assets and the ability to transport oil resources, particularly in a crisis situation. It examines the question of whether tankship assets ae sufficient to meet national demands for oil imports and, through quantitative analysis using multiple regression techniques, make projections for continued sufficiency of tankship assets through the year 2000. The research effort was primarily directed at the development of U.S. merchant marine policy as that policy provides structure for current merchant marine assets. Three distinct groupings of vessels are considered: those owned and/or operated by the Military Sealift Command; those registered in the United States and flying the U.S. flag; and those owned by U.S. citizens but registered abroad and comprising the 'effective U.S. controlled fleet.'
