Industrial Base Actions in a Period of Rising Tensions.

Abstract

This study analyzes industrial base actions necessary to support a surge in defense procurement under conditions short of full-scale mobilization. Also analyzed are preparatory actions to be taken prior to a surge decision. Appropriate actions are considered for each of 19 likely problem areas. While a successful surge would require a broad range of concurrent actions, such actions could not be expected to compensate for preparedness deficiencies. (Author)
