Abstract

This study has examined 121 sites for lasting containment facilities in the New York - Connecticut shoreline. A site could be briefly defined by considering the following major considerations: (1) Engineering facilities - containment capacity, exposure access; (2) Optimization of NET Economic Benefits - minimize construction costs and capital investment, minimize operations and maintenance costs, maximize reuse potential; (3) Protect environment - physical, biological and chemical; and (4) Protect overall public interest-public health and welfare, social acceptability, legal/regulatory.
