Guidelines for Making Lease/Buy Decisions Involving Defense Communications System Components

Abstract

This study is intended to assist the decision maker faced with a lease/buy decision. It enumerates and discusses the many factors that should be considered before reaching a final decision. It consists of (1) the factors to be considered in a lease/buy decision, (2) a discussion of issues involved in performing an economic analysis, and (3) a literature survey of major directives, regulations and reports.
