The Development of Priorities for the Navy's 1985-1989 Communications Program.

Abstract

This report describes the process and results that Decisions and Designs, Incorporated (DDI) implemented to support OP-0941 (Communications Division) in developing the priorities of its POM-85 programs above the Minimum Essential Program (MEP). The criterion for prioritizing these programs was initially based upon a desire to benefit the Navy and its contributions to the national defense -- military worth. After the programs of the OP-0941 branches were integrated with those of NAVTELCOM, other programmatic considerations were examined to identify those programs that would be funded, based upon direction outside of OP-0941 and NAVTELCOM. Finally, cost-effectiveness considerations were examined for information purposes.
