Planning and Prioritizing People-Related Research and Development in the Navy.

Abstract

There are two major problems in managing people-related R&D in the Navy. The first is how to determine which R&D projects should be undertaken and in what priority order. The second is how to reduce R&D program fragmentation, which results in a lack of program integration in addressing large-scale issues. This report describes: (1) a system for prioritizing people-related R&D requirements developed at the Navy Personnel Research and Development Center (NAVPERSRANDCEN) and; (2) initiatives taken to reduce R&D program fragmentation.
