Alternative Needs Planning Methods and the Scenario Approach

Abstract

Leading industrial companies and government organizations now recognize the value of developing and using scenarios in strategic planning. The use of scenarios has been prompted by experience that shows strategic plans based on trends and expected events are not adequate. Key events and discontinuities in trends have shaped the present environment for most institutions; other events and discontinuities are likely to shape the future environment. One way to take into account such key events and discontinuities is through the development and use of multiple scenarios. Such scenarios can be used for testing plans and, if need be, for contingency planning. Starting in the early to mid-70's, the use of scenarios is now recognized as an important part of the planning process. The report outlines an approach for multiple scenario development representing alternative future environments in which the Air Force's Logistics Management Systems (LMS) must be developed, operated, and managed.
