Capability and Cost Comparison of On-Line APCAPS and the Air Force PDS-C.

Abstract

This study examines the capabilities of the Defense Logistics Agency's planned On-line Automated Payroll, Cost and Personnel System (APCAPS) and the Air Force's existing Personnel Data System-Civilian (PDS-C). Costs for developing, operating and maintaining the systems to meet DLA's requirements are analyzed. Although neither alternative offers significant capability advantages over the other, PDS-C would cost DLA significantly more than would On-line APCAPS. Background and recommendations for meeting the needs of the DLA Office of Personnel are provided. (Author)
