Abstract

The present volume of the report is comprised of thirteen sections including the introduction. The general structure of the volume is to start with the notion of technology and the generic construct for isolating effects (II). The functions of aviation communication technology are then defined (III). A qualitative summary of generic and foreseeable effects of planned technology are presented(IV). Section V introduces the general concepts used to estimate agency effects. The conceptual introduction is followed by a brief discussion of production functions (VI). The general discussion is followed by a description of the specific approach used in the analysis (VII). Part VIII identifies the system components and the specific effects to be estimated. Section IX forecasts the agency capital requirement for each scenario through the year 2020. Sections X to XII present the estimate of impacts for various scenario combinations. Section XIII estimates the communication load for each scenario.
