Technology Transfer Agents' Perceptions of the Technology Transfer Process.
Abstract
The perceptions of technology transfer agents and individuals who staff the Office of Research and Technology Applications (ORTA) at Federal laboratories and agencies are investigated in this thesis. Specific areas which are studied are (1) a description of the technology transfer office, (2) the form of initial contact between technology transfer agents and users, (3) the technology transfer process employed, (4) technology transfer agent and ORTA demographics and (5) areas where the technology transfer process effectiveness can be increased. The conclusion identifies areas which the technology transfer agents and ORTA's perceive as needing improvement in the technology transfer process both within the laboratory and from the parent agency and also from the Federal government. The perceptions of the ORTA's in the implementation of the Stevenson-Wydler Technology Innovation Act are also discussed. Recommendations are proposed which address the technology transfer agents' and ORTAs' areas of concern. (Author)
