Specific areas described in the research included the administration and flow of OFC-01 funds, the Budget OPTAR Report, and the Navy Flying Hour Program. The conclusions contained in this thesis provide an evaluation of the strengths and weaknesses of the OFC-01 management control system. Strengths include a well developed information system, an established financial structure, and a strong structural organizations. Weaknesses include a flow of funds that does not follow the operational chain of command and a lack of formal feedback from CNAP to the squadron level. Specific recommendations are provided to improve the management control of OFC-01 funds.
