Evaluation of Alternative Future Strategies for Action.

Abstract

This report is one of two key integration tasks. Its purposes are to identify and evaluate alternative action strategies for meeting national water transportation needs. Water transportation needs have been determined by comparing forecasts of present and projected water transportation use with estimates of the present and future capability of the waterway system. Having determined water transportation needs, action strategies to meet these needs are identified and evaluated in this report. This report presents four alternative strategies for action along with various measures designed to evaluate the relative merits or disadvantages of adopting each strategy. It should be emphasized that, as a practical matter, any one of these four strategies are not likely to be adopted in whole. Rather, the strategies have been formulated to represent distinct policy and top management options available to Congress and the Corps.
