Abstract
This report will take, asking what the operational technology should be like to make such a procedure economic. I will not model the central office itself. It will be assumed throughout that the operational sector is made up of technologically independent factories between which there are no external economies or diseconomies. This will focus on ease of control as the explanation of their being grouped in one organization, and to bring some simple, but powerful, mathematical arguments to bear.
