Cost and Information Effectiveness Analysis (CIEA): A Methodology for Evaluating a Training Device Operational Readiness Assessment Capability (DORAC).

Abstract

This report presents an overview of a problem that accompanies the development of a Training Device Operational Readiness Assessment Capability (DORAC): determining when the value of the information received from the DORAC is greater than or equal to the cost of obtaining it. This determination may be needed as a part of specifying the requirements for a device, or as a basis for deciding between two or more design options developed to satisfy the requirements. An analysis is focused on this issue is termed Cost and Information Effectiveness Analysis (CIEA). (Author)
