Recoupment of Unfunded Military Labor Costs from Foreign Military Sales.

Abstract

This report compares FMS workorders done in DARCOM (CONUS) depots with comparable non-FMS business. The conclusion is that more unfunded military labor costs are charged to FMS workorders than to comparable other workorders. Recommendations are that (1) the FMs surcharge rate for unfunded military labor costs be increased from 2.7% to 5.7%; and (2) an automated method for annual redeterminations of the surcharge rate be implemented.
