Military Education for Promotion of Field Grade Army Reserve Component Officers.

Abstract

The Army established the Combined Arms and Services Staff School, a captain-level course, to partially implement the recommendations of the Study Group for Review of Education and Training for Officers. Concurrently, the Army changed AR 135-155 so that this course would satisfy educational requirements for the promotion of Reserve Component officers to all field grades. However, the Command and General Staff College is offering only a resident version of this course, severely limiting RC officers' access to it. Moreover, the college intends to delete the substance of this course from its Command and General Staff Officers Courses. Thus the Army is on the verge of separate formal educational systems for Active and Reserve Components. This study reviews US law pertinent to AC and RC officer promotions, the RETO study, implementation plans for the RETO recommendations, and current status of officer military education programs. Additionally, this study identifies outstanding issues and makes recommendations regarding the Army educational system and officer promotions. (Author)
