Personnel Affordability: A State of the Art Report

Abstract

This report develops a conceptual scheme for the consideration of human resources in weapon systems development. The area of personnel affordability is detailed and related to the design and development process, to the establishment of manpower requirements, and to the processes involved in developing personnel inventory to match requirements. Examples of recent and ongoing research efforts are described and discussed.
