Abstract

This document is intended to serve several purposes: To explain to researchers, both in and out of government, what the DoD research program is; To show how the program fits into the national research effort; To describe the structure of the program both in terms of technology efforts and relevance to the objectives of each Service; To summarize the major areas of emphasis, including some current research efforts and accomplishments; and To solicit help from the research community in building a stronger research program for the future. This report describes both the research program's technical composition and its management by the DoD. This approach should provide the reader with a full understanding of the DoD research program.
