Civil Affairs Requirements Evident in the Israeli Invasion of Lebanon.

Abstract

The Israeli invasion of Lebanon resulted in a military victory but a Public Information Officer nightmare due to the inordinate number of civilian casualties and evidence of excessive suffering inflicted on noncombattants. While the facts do not support a deliberate disregard for the lives of civilians on the part of the Israeli Army, they do suggest a lack of coordinated civil affairs planning. An analysis of the problems encountered by the Israeli Army and a comparison of their military government with U.S. civil affairs capabilities clearly shows the necessary role of trained civil affairs personnel to support a combat commander.
