This report is the result of research performed to establish guidelines for warning systems as they are used for natural disasters, nuclear power plant accidents, or nuclear attacks. The warning systems include both fixed and mobile sirens, tone alert radios, telephone systems, power line devices. Communications systems that control these warning systems are discussed.
