Unit Replacement System Analysis I (URSA I).

Abstract

The URSA I Study consists of an analysis of the steady state conditions, the feasibility and the sustainability of a peacetime unit rotation system (URS) within the framework of a regimental umbrella. Using a combination of manual techniques and an automatic data processing (ADP) simulation, the study addresses the impact on Department of the Army (DA) management of supporting the URS concept in the areas of: (1) Personnel policies and procedures; (2) Distribution of manpower resources; (3) Major dollar resource implications; and (4) a brigade-size contigency mission. The study analyzes the URS concept (i.e., units replacing units vice individuals replacing individuals) in the context of a 6-year model whereby a unit spends 3 years in CONUS and 3 years OCONUS with specified rotation times, individual fill periods, carrerist movement periods, and collective training periods.
