An Empirical Analysis of Pay and Navy Enlisted Retention in the AVF: Preliminary Results

Abstract

During the past year, CNA developed a career force retention model for OSD and used that model to analyze a variety of compensation issues. The model was developed primarily to analyze the retention effects of a change in the military retirement system but it has been used recently to estimate the effects of continued caps on military pay and termination of GI Bill benefits in 1989.
