Preliminary Emergency Planning Framework.

Abstract

This report provides a preliminary emergency planning framework for assisting the Mobilization Plans Division of the Office of Mobilization Preparedness in its revisions of Executive Order 11490. The results of three tasks are presented: an analysis of cross-references of agencies' involvement as stated in the individual agency parts of the E.O.; the categorization of issues raised by the agency responses to the E.O. and the development fo a preliminary framework for a FEMA part to the E.O. and the development of preliminary structured analysis models of emergency communications functions and preparations. The following recommendation are made: that a graphic mobilization planning framework be developed to address the above problems; that cross-references between the graphic framework and agency responsibilities be provided; and, that graphic framework models of specific issue areas be developed to aid in clarifying the roles of involved agencies.
