Developing Permit Application Data Bases for the Corps of Engineers Regulatory Program.
Abstract
This report contains the results of a study of data base needs for cumulative impact analysis within the U.S. Army Corps of Engineer's Regulatory program. The intent of this work was, to broaden the understanding of the diversity of information needs of the regulatory program and to further test the findings of the Baltimore study at a different location. This report will first describe the background of this study including a summary of the Baltimore District findings and the rationale for selecting the SF District as another test case. Secondly, the designed capabilities of the data base will be addressed with a full description of the data base system developed for the SF District. In order to assess the utility of the data base system and its contents, a sample of permit applications was placed in the data base. Methods for sampling and encoding these data are detailed in the third section of this report. Fourth, the several major research areas will be proposed and the results of this report which address these research areas will be presented. Finally, conclusions will be drawn on the SF District data base's utility in the regulatory program along with suggestions for future data base work.
