Retention Severity in the Navy: A Composite Index.

Abstract

The purpose of this thesis was to develop a Retention Severity Index (RSI) for 99 Navy enlisted ratings. The RSI model was developed from an analysis of factors relating to the Navy's demand for experienced personnel in each rating. The multi-attribute RSI model is a composite index of five personnel components: (1) shortage, (2) growth, (3) size, (4) cost, and (5) priority. The RSI model generated an expression of the relative retention severity for each of 99 occupations (ratings) for each of the Selective Reenlistment zones (A, B, C). The intent of the RSI is to assist in the assignment of SRB bonus multiples.
