Transportation Operational Personal Property Standard System (TOPS) Field Test Report.

Abstract

The objective of the Transportation Operational Personal Property Standard System (TOPS) is to automate the procedures in Navy personal property offices to improve the coordination and control of personal property movement and, in particular, to improve visibility and quality of information used by these offices. The TOPS field test consists of a computer network which ties together terminals located at two personal property shipping offices (PPSO's) with the central processing unit located near one of the PPSO's. The terminals are used in the PPSO's to provide for the completion and preparation of required documents, the selection of appropriate carriers, and the transmission and receipt of system information. Initial time and motions studies at NSC-Charleston show a 31 percent increase in productivity by using TOPS. Also, the standardization of many of the personal property functions under TOPS has decreased the extensive documentation formally required for effective, timely decision making and administration.
