The Shared Bibliographic Input Network (SBIN). A Summary of the Experiment

Abstract

The Defense Technical Information Center (DTIC) sponsors the Shared Bibliographic Input Network (SBIN) for on-line shared cataloging of technical reports among Department of Defense (DOD) agencies and their contractors. SBIN was initiated in 1977 as an experiment and was evaluated in 1981 and declared to merit operational implementation. This report covers the period of the SBIN experiment. The process of moving from a centralized to a decentralized cataloging facility is described in terms of DTIC's experience. Problems which were encountered in the areas of standards, systems, and operating procedures and steps taken to resolve these problems are detailed. The SBIN project evaluation which led to its operational implementation is summarized in the report.
