Language Skills: A Prospectus for the Naval Service.
Abstract
This study was conducted in support of Task Area PF55.522.011, the Assessment and Enhancement of Prerequisite Skills, which is concerned with all prerequisite or enabling skills which underlie a wide range of Navy tasks. This report focuses on reading, but other enabling skills include writing, computations, listening, and speaking. The summary section of this report is intended to serve as a comprehensive overview of the recommendations and underlying rationale contained in the report. The summary itself is considered to be sufficient documentation for the nontechnical reader. Widespread concern has been voiced over an apparent mismatch between the reading ability of naval personnel and the reading requirements they encounter in a naval career. Since reading is a skill prerequisite to all naval careers, a mismatch of skills and requirements could have widespread consequences for fleet effectiveness. This report provides a review of the area with suggestions for an R&D program as well as management actions which would help reduce the problem of matching skill and requirements. While the focus of the R&D recommendations is on the Naval services, many of the recommendations should be applicable to a variety of settings.
