A Model for Determining the Cost of Giving or Withholding a Desired Assignment from a Rated Officer with Six to Eleven Years Service.

Abstract

In the recent past, retention of rated officers in the six-to-eleven year group posed a serious problem for Air Force personnel managers. This study developed a model to determine the cost-effectiveness of giving a desired assignment to an officer who has indicated intent to leave the service unless the assignment is given. The model establishes a method of valuing flying experience, career potential, and training and education. It computes an amount representative of the loss or benefit to the Air Force with the loss or retention of a rated officer. Valuation is based on flying time and years experience in conjunction with multiplier values established in a survey answered by 250 Air Force flying unit commanders. The model made valid decisions in nine of 11 instances. Incorporation of the model in appropriate software in an integrated personnel data base would enable personnel managers to evaluate in seconds the cost of giving or withholding an assignment. Implementation would require no additional funds or approval from agencies outside the Air Force chain of command. (Author)
