Department of the Navy Advocacy Program: Service Heed and Service Response. Phase III Report: Conclusions

Abstract

This is the final report on the Department of the Navy's Family Advocacy Program. The first report, Reconnaissance, reviewed the scope and nature of abuse and neglect in the military and examined past responses to the problems as reported in available military and civilian literature. The second report, Assessment, expanded on the initial data and examined the structure and operation of Navy Family Advocacy Programs at the command level. This report, Conclusions, reviews the scope of the project and presents an overview of Phase I and Phase II findings. It also generates testable hypotheses from the data and suggests areas for further empirical investigation. The executive summaries from the Phase I and Phase II reports also are included for a more complete overview of study findings. The report concludes by presenting three resource papers that briefly summarize the available literature on child abuse and spouse abuse, and describe the evolvement of military family advocacy programs. By providing a ready resource for briefings and community presentations, these resource papers should be particularly helpful to Navy and Marine Corps family advocacy practitioners.
