The anlaysis included development of guidelines which could be used to compare the quality of soldiers on either an Army-wide or CMF (Career Management Field) basis. The study found that a set of objectives and subjective indicators of quality could be used to identify first-term soldiers who are judged by their unit supervisors to be of high quality.
