GREAT I. A Position Paper of the PPIWG (Public Participation and Information Work Group) Executive Board.

Abstract

Since the inception of the GREAT River Study in October 1974, some of the citizens of the Upper Midwest have been involved and have been participating. The citizen viewpoints have not been consistent in agreement on issues. Rather, citizen input has been wide-ranging units viewpoint. This report attempts to make an objective statement reflecting and welding the many viewpoints into one- a statement reflecting the best courses of action as best can be determined. (Author)
