Ship Operation Research and Development, A Program for Industry.

Abstract

At the request of the U.S. Maritime Administration (MarAd), the Committee on Requirements for a Ship Operation Research Program of the Marine Board reviewed the status of, and options for, the future of ship operation research and development in the United States. Of particular concern to the agency in the review were the considerations, guidelines, and models it might use in restructuring this program. Ship operation R&D, as defined by the committee, is the systematic pursuit and innovative application of scientific knowledge to effectively use resources (men, money, material) in the waterborne transport of goods and passengers. In these reviews, the committee focused on mechanisms for initiating, funding, managing, and evaluating R&D programs; communicating results; and effecting government and industry collaboration. The content of such programs was not of direct interest; it was considered by the committee only as it related to the three focal areas of review.
