Alternative Surface Navy Force Structures for the Future

Abstract

Current and projected threats to surface ships in certain high threat areas of the world, e.g., the North Atlantic, suggest that alternatives to the U.S. Navy's carrier-centered. This paper examines the costs and effectiveness of cruise missile equipped submarines and aircraft to replace carriers in high threat areas, and compares a number of aviation support ships for lower threat contingencies.
