Abstract

To provide objective of this master plan for the Upper Mississippi River, is to provide a clear, practical, and balanced plan that will guide future Federal land use decisions and public use development actions. The intent is to provide balanced distribution of the resources for wildlife production and management, to satisfy public recreational demands, and to insure continued river navigation. The plan was cooperatively prepared by the Corps and the U.S. Fish and Wildlife Service, Region 3. (Author)
