Software Acquisition Resource Expenditure (SARE) Data Collection Methodology.

Abstract

One of the major shortfalls in software cost estimation is the lack of a well-defined, well-structured database. This report is the culmination of a multi-year effort to develop contractual documents to effect quality software data collection on defense programs. It includes as attachments a proposed draft military standard for software work breakdown structures and a data item description for reporting project attributes that impact software cost and schedule. The evolution of the documents is discussed and procedures for implementing data collection on defense programs are provided. Readers are asked to comment on the SARE methodology using a questionnaire provided as the third attachment. (Author)
