Implications of Joint NASA/DOD Participation in Space Shuttle Operations.

Abstract

The Space shuttle's emergence as the single launch system for all U.S. Spacecraft, civilian and military, has required increased NASA participation in military space operations. Separate civilian and military space programs have been the topic of substantial debate within NASA, DOD, and the Congress in recent years. The debate has focused on the economies of a joint NASA/DOD space program and the effect that joining the civilian and military space programs will have on the missions of each agency. Advocates of increased cooperation between NASA and DOD argue that this arrangement is economical and efficient. Opponents object to mixing different agency missions and objectives. This report discusses issues related to joint NASA/DOD space activities and makes recommendations to address these issues. (Author)
