A Study to Identify and Consolidate Manpower, Personnel and Training Requirements for Materiel Systems at ASARC (Army System Acquisition Review Council) Milestones

Abstract

The Department of the Army (DA) is taking steps to improve its ability to evaluate the manpower, personnel and training (MPT) impact of systems under development. MPT information is considered by the ASARC prior to major systems being referred to the DSARC. This report identifies and consolidates MPT information requirements for DSARC and ASARC levels of review. It further analyzes the feasibility of developing a procedure for the acquisition process which identifies the needed information, the type of questions to be addressed, source of information for each milestone review including sample questions is provided. This plan supports the conclusion that it is feasible to develop sets of MPT questions appropriate for ASARC preparation and reviews.
