A Study to Validate a Sample Set of Questions and the General Approach to Their Development for an Army Systems Acquisition Review Council (ASARC) 3 System

Abstract

This report describes an effort to validate a sample set of questions regarding Manpower, Personnel and Training issues to be asked during Army Systems Acquisition Review Council (ASARC) Reviews. The results of an application to a specific ASARC III system are provided. The approach used for the effort was to establish the sample set of questions for ASARC III preparation and the general approach outlined in the earlier ARI study as a baseline. Questions were adjusted for Position Location Reporting System (PLRS) application based on documents review and/or interviews with subject matter experts. The updated line of questions were confirmed by the subject matter experts. The approach and the questions were then used to obtain MPT information relative to PLRS which would be applicable to ASARC III review preparation.
