Energy Conservation Strategies for Army Installations.
Abstract
This report summarizes research to identify problems in current energy conservation programs and identify the policies, programs, and research efforts needed to support and improve the effectiveness of these programs. The study described in this report evaluated the energy decision-making and energy management processes at the installation level and in scoped and organized problems associated with effective conservation and cost avoidance. The purpose of this study was to ensure that all problems were identified and organized. Finding solutions is a larger, ongoing and future effort. To achieve the goals of this study, policy documents were reviewed, energy use data was analyzed, site visits were made, and an 'ideal' energy conservation strategy was developed to facilitate problem identification and classification. Major problems were identified, including: the need for more energy use and for procedures to effectively use energy data to control consumption; the need to determine the optimum level of energy-related management and maintenance; the need to collect and share energy conservation project data; and the need to simultaneously consider conservation programs, maintenance and repair, fuel selection, and centralized vs decentralized energy systems.
