Abstract

The United States, as a result of its liberal trade policy, is becoming increasingly dependent upon foreign sources for scarce materials and manufactured components. This dependence is leading to a growing concern over the nation's ability to sustain its military capability in the event of a major protracted war. Despite the severity and extent of the foreign dependencies, as reflected in various studies by Congress and the Executive Branch, there appears to be a reluctance to invest the resources required to ensure the maintenance of the essential industrial base and to put in place the framework and processes necessary to resolve the conflict between liberal trade and national security policies.
